Hertfordshire County Council have now announced that they are taking legal advice about the Traffic Penalty Tribunal adjudication. Depending on that advice they may decide to appeal against the Tribunal's adjudication. However they now say (for the first time) that "if our processes are found wanting we will take steps to re-imburse the affected motorists, with our apologies." Fair enough – but why didn't they look into the legalities and, more importantly the practicalities of the situation when the warnings came in at the end of August? The situation could have been fixed quickly and easily then, and we would ...

The most effective intervention happens before the age of 11, but this mustn't be where it ends.
